Fish congregate on top and gulp at air

Would like to know why fish congregate to top of tank and gulp at air. The water is changed weekly and aeration is in place.

    I would like to say…Have you checked ammonia and nitrite levels? they sound like they are poisoned. remove more water and give fresh water
